Can we mail our spousal sponsorship application with only our marriage license?

Hi, my husband and I were married Sept 8,2012 we recently requested our marriage certificate, they said its not registered as of yet as it takes 10-12weeks. We were married in Toronto.

Can someone please advise if we can go ahead and mail our sponsorship application with only our sigbed marriage license and then mail the certificate when we receive it?

I've read one couple report that they were successful with this approach.

I really have no idea why it takes so long in Ontario. Here in BC the complete marriage certificate was mailed back to us three weeks later.

Worst case if they don't accept it is that they will send back your application (from CPC-M) as incomplete. Of course, the risk is that if the copy isn't in your file by the time the VO looks at it you could add 3-4 months delay onto your processing time as they set your file aside waiting for the certificate.
