Can we get marraige certificate in Canada, without Indian marriage certificte?

Hello,

I have a friend here in Canada. She got married in this year, but she didn't had time to get her marriage certificate in India. Now, her husband is planning to come here. If he is going to registrar office, they are asking him for the girl to be present. So, what would be the options to get marriage certificate?

Can she get the marriage certificate in Canada, with photos, wedding card and any other supportive documents.

Can someone please help her out. She is getting depressed with this situation.

To the best of my knowledge; marriage Certificate is issued in the region, by the same regional authorities where it took place.
