I heard from a consultant that we cannot count more than 30 hours a week towards cec work experience even if we work more than 30 hours. So a person working 40 hours a week can only count 30 hours towards cec work experience.

Correct you can only count 30 hours a week as full time and the elapse time must be minimum 1 year and 1560 hours. Make no difference how many extra hours you work as will not shorten the 1 year minimum requirement if that is your question. http://www.cic.gc.ca/english/immigrate/cec/apply-who.asp

In effect, that is true. However, the point is, "30 or more" hours is how IRCC defines "full-time." So it does not matter if it is 30, 35, 50 or 80 hours in a week, it is simply one "full-time" week.
