Can we change college in our first Sem??
If yes, Will it affect our work permit or later on PR??

Yes, you can switch to new school, if you have a valid LOA from new college.

Winnipeg Technical college is under spp. So don't worry about Work permit.
But i hardly heard anyone opting for that college.
Why don't you go for Red river or University of Manitoba or winnipeg.

Hi ,

SPP ( Student Partnership program ) is a way for applying Student Visa.

There are many Govt.funded / Private Institutions which are not under SPP program but students are eligible for Off-Campus Work permit & Post-Grad work permit if they satisfy the requirements.
Example --Universities , Institutions in B.C. , Alberta , Quebec .

Students must check the type of institution & Work permit requirements before proceeding.

As per current official CIC rules:

As a post-secondary student
You may change your school, program and/or field of study without applying for a new study permit. You do not need to apply for a change to the condition of your study permit, either. You may continue to use your study permit as long as it is valid.
If you are changing your level of study (e.g., bachelor's to master's), you do not need to apply for a change to the condition of your study permit, either.

So, provided you get entry to the new course... yes... you can change. No problem whatsoever.

Winnipeg Technical college is a recognized public college. But, it's not a participating college in Off Campus Work permit scheme, and hence Internationale students studying there will NOT be eligible for an OCWP. However, upon completion of recognized courses in Winnipeg technical College, students will be eligible for a PGWP.
