Can we apply for PRTD when PR Card is in process?

Hey Guys,

I landed in Canada on 1st May 2018 and returned last week. My PR Card is in process and is expected by July, If I need to visit Canada in June, Can I apply for PRTD now? How long will it take from New Delhi office?
