Can We apply for OINP with CRS 351 under Human Capital Program under ICT skill sets

I have few doubts - Gurus please help, if anybody applying for OINP..

1. Can We apply for OINP with CRS 351 under Human Capital Program under ICT skill sets.
2. To get NOI from Ontario, do we need to apply anywhere or automatically it will be given by Ontario if our profile is in Exoress Entry.
