Dear,
Please navigate the two links below from CIC (an official website of Canadian Government):
1] Cap info (which is updated at least twice a month):
http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp
2] About EOI (Expression of Interest):
http://www.cic.gc.ca/english/department/media/backgrounders/2013/2013-10-28b.asp
As per EOI, CIC will invite the applications from candidates under different NOC for some stipulated period of time after which they will accept the applications from the best suitable candidates and process their applications. Hence, EOI will not be based upon 'first in first out' basis unlike the current FSW-2013 process. Due to limited applications, the time span required for application processing would be reduced to a great extent.
However, please consider this as my personal view about EOI and not the official one.
You have got an ample of time to gather all your required documents to avoid on-time hassles pertaining to managing you documents. First, you should take up IELTS exam (academic module and not general training module) which is mandatory and forms a backbone of your PR application. Please feel free to send me a personal message in case you have any other queries.
Best luck
