not sure that's enough to learn french and do the test as well and apply

There are people here who have done it in 8 months with very focused studies. It depends on how badly you want PR.
 
PR takes 6 months to apply so I am unsure I can do it in that amount

When you say apply, do you mean submit an Express Entry profile or do you mean receive ITA and submit a PR application?

Ultimately you need to have enough points to be selected.

Submitting an Express Entry profile is just that. It doesn't mean you have been selected. People can sit in the EE pool for years without being selected if they don't have enough points.

Yes, LMIAs are generally hard to get. Do you have a Canadian employer who is willing to apply for one? If so, they need to start now.

LMIAs generally take a few months. However the really hard part is finding an employer willing to go through the process. Most employers are not willing to apply.
