Dear all,

With 1st PR card expired not meeting 2 years residency obligation in Canada, can I still apply for PR card renewal by reasons such as I need to travel internationally to take care of old parents in home country and due to COVID 19 strict entry and exit policy, not able to travel freely, hence could not live in Canada for sufficient time?

Can I take the above as humanitarian reasons? Is it acceptable and how much possibility?

Realistically, you can use anything as reasons for H&C considerations. That said, they will weight those considerations and determine if they are valid or not. Being as COVID has pretty much been a non issue to travel for about 3 1/2 years now, probably not a reasonable grounds for H&C. There hasn't been much indication that IRCC has been terribly sympathetic to those claims either.
Do you have medical documentation regarding caring for your parents? Are there other immediate or close family members who could have provided that support? Did you have full time employment during that period while you were claiming you were caring for them? All things they may look at in determining relief for your application.

Keep in mind that even if they do renew your PR card and you continue to remain outside of Canada for extended periods, you are assessed for residency obligation at each entry. If you don't meet the RO, a valid PR card may not protect you from a residency determination at the point of entry.
