Can the Sponsor be in India while applying for PR Spousal Sponsorship?

I am a PR holder. I am in Canada now and my fiancée is in India. I will go to India next month to get married. I am planning to stay there in India on a two to three months vacation. Can I apply for PR spousal sponsorship while being there in India? Will it affect my spouse's PR application? Please clarify.

No, apply only once you return. Do not apply from abroad.

After you've applied, "short trips" explicitly allowed. No definition available - less than a month probably okay.
