Me and my husband are both in Hong Kong. He's a Canadian citizen and I'm a non-citizen. Can he sponsor me from Hong Kong or does he have to be in Canada?

Yes he can sponsor you from China.
However he has to show sufficent proof that he intends to settle back in Canada once you get your PR.
