Can start Pharmaceutical Company after Landing?

Hello
If someone Landed as PR and his major/degree was an engineer (NOT Physician degree, Doctor, anything related to Medicine)
Can this person start(register) a company for producing or importing pharmaceutical items?
I know, subject of import goods is far from production, yet I keen to know how I can acquire enough information about this

PR is not tied to a degree. You can do anything you want.

Actually, I entirely agree what you replied me , matter is expertise, If it'll be asked by any authoritative agency which has a permission to grant license for such a this company, I or anyone with engineer degree just can say "NO" I don't have related degree, but I can manage or invest or learn

As far as expertise goes, it’s probably not the right forum to discuss that.

Anyone who has enough money can invest it in anything they want. That doesn’t mean they can be actively involved in any hands on way when it comes to the technical stuff. For example, you can drop enough money into a owning a school - but you can’t work as a teacher there unless you have the necessary licenses. Similarly, there are a whole bunch of licenses and business regulations involved in the pharmaceutical sector which require the involvement of experienced specialists. If you’re looking for investors, it’ll be hard to convince anybody unless you have experience in the sector.
I would suggest you get in contact with some consultants in Canada who deal with such businesses. Personally, I’m a PhD chemist and I’d never dream of starting something as complex as a pharmaceutical company without having at least 10 years of experience. Good luck!
