Can someone confirm if IMM 5444E is obsolete ?

Hi, can some one please confirm that off late, handing in an IMM 5444E ( application for PR card ) is a defunct process at the POE, first landing
The current process now is

1. To give the Canadian address to the officer at POE
or
2. Update using the online tool within 180 days of landing.

Update: If you are a new permanent resident, you will automatically receive your new card by mail, once you first arrive in Canada, as part of the immigration process. You do not need to apply for a PR card. (Source: CIC.gc.ca)

Since it was never used for the "landing" at a POE, I guess you would say it defunct.
