Can somebody send an incomplete package as per the new guidelines?

One of the paragraphs in in the FSW webpage says:

CIC will return any applications received on or after May 4, 2013 that do NOT include the necessary Educational Credential Assessment (ECA) or do not meet the minimum language threshold requirements.

Does this mean that my package will be accepted even if other documents are missing?

Thanks, just wanted to double check. My IELTS is about to expire, my local Government can't continue with the authentication of some documents just because one person is out sick. IELTS is very important, more than other documents.

No. All it means that your application will definitely be returned if missing those particular requirements. It doesn't in any way mean that your app won't be returned if it's missing other things too.

All documents listed in the checklist for FSW are equally important. Without any one of them, your application will be returned as incomplete. What exactly do you have that involves authentification from the local government?

Those documents are my police records.

You may not enclose PCC with initial application, it's perfectly fine.

VO will request for them later on.

Police records are not mandatory at the initial submission. You can submit your application without it now and then submit the police record later on when asked by the visa officer.
