Can qualifying or conditional students bring their spouses in Canada?

Just would like to check if a qualifying student or a conditional student could bring his/her spouse to Canada (for open work permit)?

As long as you have a study permit your spouse can apply for an open work permit, there is no guarantee of being granted one.
