I hope someone will guide me a little. I am filling out my application online and I see provincial forms can be filled and submitted online but not federal (or I am just new to the application). IF that is the case, do we first submit provincial forms online and then send federal by post?

SINP requires provincial forms and a copy of federal forms. Yes you have to send the copy of federal forms by mail. They will check them and when you get your nomination they will tell you what you may have to change on your federal forms. You then sign the federal forms again with the new date and send them with the rest of the package to CIC.
