I have sponsored both my parents in the late 90's but for family/personal reasons they needed to move back a few years later.
My dad has now passed and I would like to have my mom move to Canada again permanently.
Is it possible to reopen the sponsorship and have her PR status reinstated? Do I need to go the interest to sponsor route? I did fill an interest to sponsor form in January and have not heard back, I had no idea that the PR status would still be in effect until she applied for an eTA and was asked if she wanted to give up her PR status.
I need to decide whether it is in her/our best interest to renounce and start over or if it is possible to have reinstated.

She is still a PR, the problem is she does not meet the Residency Obligation. Since it was her personal decision to not live in Canada and due to such a long time away, it's highly likely any argument to have her keep her PR status would end in failure and her PR status officially terminated.

However she can certainly try. She would need to apply for a PR Travel Document in her home country, and explain the reason she was not able to meet the RO.
If PR TD is rejected (most likely), her PR status is then terminated unless she decides to appeal. An appeal would most likely also be rejected.
If PR TD is approved on H&C grounds, she can then fly back to Canada and apply to renew her PR card.
