No chance apply until 3 years residency then need proof financial support and even then given the fact now they are just getting around to 2011 applications could be 2024 before any application made in 2019 is looked at. Hence until then a super visa could be an option but even that has a qualifying PR period and for sure not just off the plane plus cannot work on a super visa hence the financial support conditions plus of course health insurance for the duration.
Unfortunately and this is being realistic hence the limited quota in this category , immigration to Canada is all about what someone can contribute to Canada both individually and to the economy. Parents who might not qualify on their own merits or might simply be retired may not be seen as an immigration priority for the long term future of the country. Hard to accept I know but just factual but could be worse when some categories parent sponsorship for Australia without major funds for example quote 40 or so years which implies dont bother ! At least Canada not yet reached that extreme yet.
