Can PGWP holder get P.R later in life after expiration.

I have a question about immigration. So an individual PGWP expires, and after working hard to obtain P.R due to a high CRS score could not get into the express entry pool and returns to her home country.
Let's say, five years later. The lady gets married. Her husband applied via PNP and got P.R If the wife had a PGWP that expired prior and could not get P.R while she was in Canada, will Canada refuse to issue P.R to the wife because of not being able to obtain P.R while she was in Canada? Please, and thank you.

Others can comment as well but whatever happened in past is not really relevant other than if due to overstays or misrepresentation.

Any PR application will be based on the current situation , in her case your husband as principal applicant , her as spouse either same PNP application or her husband sponsoring you through spouse sponsorship.

Main thing would be that the husband included her in his PNP application either as accompanying or not accompanying. If he/her were married and not mentioned or he landed as single but they were married that’s where problems occur.

In summary the failure to get PR previously would not influence any new application, people can and do apply multiple times should they not succeed at first.

No - they won't refuse PR due to this. She will be fine.
