Can out-of-status applicants apply for a work permit after AIP?

If an applicant is out of status when the application is submitted, will they be able to apply for a work permit once they receive AIP or do they have to wait until DM?

The applicant is eligible for OWP once they receive AIP, but it does nothing to restore their status. The OWP would have something like `Does Not Confer Temporary Residency Status' or similar, but...at least they can finally work!
