It often takes many attempts to qualify to sponsor a parent and can now take 2+ years to process the application so if your mother does get a supervisa she should also have plans to return home because she is unlikely to be able to remain in Canada indefinitely until she gets selected for parent sponsorship which is never guaranteed.
