I am a resident in Dubai, holding valid USA visa.
I submitted my application on 21st Oct via IRCC portal.
Biometrics completed on 24th Oct.
After that i have not received any message from them only the below shows on profile. does it show the same for everyone else too?

Your application is in progress. We will send you a message once the final decision has been made.

as mentioned your review of eligibility started (something good) ,mine still not .
In that case they'll get processed under normal visitor visa. That's a 5-6 months wait time.

since then status says :
We are reviewing whether you meet the eligibility requirements .
Did you receive an email says that eligibility review started or was it a ghost update?
there is no email for update on eligibility of review started. its a ghost update.
How do you explain it. the review started but there is no email received
also in the application status it's showing only the biometrics are updated on 12-09 is that normal ? it says nothing about review started
Yes that is called a ghost update. It is just a status indicator that your application has moved to the next step. There is no mail alert for this update.
Biometric update if reflecting on the status page as completed with a date, unique code and validity expiry, that completes all the process from applicant side. From here its upto IRCC to revert - they may ask for more documents/clarifications, approve or refuse the visa - for all this mentioned activity you will get and email alert.
