You have download Adobe PDF reader XI or the latest version as it won't open in Chrome or Edge Browser. It won't even open on your phone.

Use internet explorer.

Right click on the pdf file link then save link as and save it somewhere on your computer. Now you can open it on your PC.

first download file and application package on your computer hard drive then try to open it with latest version of pdf. oder versions do not support
