Can my wife (dependent) apply for Open Work Permit alone (after I - principal PR applicant received PR AOR)?

Hello,

I am the principal applicant of PR application under Quebec Skilled Worker program with my wife as a dependent. She is holding an Open work permit (I am on the closed work permit)

I wonder that can my wife apply the new Bridge Open Work permit alone?
