Can my spouse come to Canada with visitor visa?

Hi,
I am a permanent resident in Canada. My wife lives outside of Canada, in Iran. We are legally married. I am going to apply for my wife PR soon but it will take almost 1 year for processing our application.
1.We are wondering if it is possible for her to come to Canada before I apply for her PR? What are the chances of her being accepted, given the fact that she is married to me?
2. If I apply for her PR first. Would she have more chance to get the visitor visa while she is waiting for he PR?

1. She can certainly apply for a TRV. However the chances of the TRV being approved are unfortunately quite low.
2. No. Won't make a difference.

Note that since you are a PR, you must be living in Canada in order to sponsor her for PR. You cannot sponsor her while you are outside of Canada.

Also warning you that sponsorships tend to take longer for some countries including Iran. Wouls plan for 15 months or more. You may get lucky and get approved earlier but based on other applications there seems to be delays.
