Hello,
I lived in Canada for almost three years as a refugee, I have left before my hearing and was not departed.
Now I am applying for a permeant resident status from outside of Canada, and my question is can the fact that I used to be a refugee affect my chances of getting a permeant resident status in Canada

Yes, it can affect the process. But it won't automatically lead to a rejection. Generally they scrutinize failed refugee applicants very carefully when or if they reapply.
