A public notary could do that for you, or the her/his Embassy if the applicant is not living in his/her home country.

A commissioner of oath in Canada can certify copies. They work in municipalities. In our town its in the Mayors office. Check with your town hall.

Hi johare12, you can double check your Country Specific Guide for details.

For example, for the Western Europe one:

"Send photocopies of all other documents, unless instructed otherwise... If your documents are not in English or French, send a notarized (certified) translation with a copy of the originals."

Note: police certs and medical exam must be sent in originals.
