In other words, are international students legal to collect/earn Advertisement income from websites they own?
Say the Ad income is in USD from a US company.

I understand that they will have to report the ad income as "other employment income" on personal income tax return.
But the fundamental question is: are they legal to collect those earnings from US companies (e.g. Google Adsense, Amazon Affiliate Program, etc)

Why not?

You can own a business (a profit generating website for example).
But you can't WORK for the business , can't get a paycheck/WAGES for work done, unless you have a permission to work.
You can only collect income.

When FORD company opens a plant in Canada, do you think shareholders of FORD apply for and get a work permit?
Laborers who work on plant and assemble parts do need permission to work, but not the owners/shareholders.
And shareholders are permitted to make profit and collect income.
