Can anyone tell me if immigration officers have access to a person's criminal record when they apply for their PR marriage visa?

I have a bit of a unique situation where my friend who wants to visit Canada is from Mexico, and has a clear record in Mexico, but not in the U.S. So I'm wondering whether Canada immigration department has the ability to access U.S. databases to check for criminality.

I don't know if they have access or not. But the more important thing is that they ask this question on the application form. So your friend would have to lie in order to have a chance at a TRV. If the visa office finds out they are lying, that is considered misrepresentation and results in an automatic 2 year barr from entering Canada. Also, very slim chance that your friend would EVER be allowed to enter Canada without jumping through some major hoops. It ruins their credibility.

Seems like he is jumping through major hoops right now as it is, though - the immigration department is impossible! Can anyone else answer this question about access to criminal records?
