im on study permit in Canada , can visit to New York during breaks with Canadian study visa?

You have to apply visitor visa for USA . As your satus is temporary in Canada . I think you need to apply for visitor visa from your home country i.e India .

If you are in Inda then you can fix an interview at US consulate . Somtimes they also give 10 years Multiple visa .

Actually I dont aggree..As per my kowledge it is possible to get a USA visa from Canada even though you are on a temp. status.
