I have a Canadian PR that I got it August 2016, meaning that I have to spend 3+ years in Canada by August 2021 in order to keep it running. However so far I've not spend any time in Canada and so it's not possible for me to spend 3 years in Canada before August 2021.

I now want to just visit Canada for 3 days. Can I use my PR to enter Canada for visiting purposes ? Will the officer at entry determine that I cannot complete the residency requirement anymore and deny me entry into Canada ?

By the way, if it matter, I'll be making the entry by land on a car.

A PR who has not had status revoked has a right to re-enter Canada. If you're visiting for three days, it's possible your visit will be what sets in motion the revocation of your PR.

You'll still be allowed to enter, but it may be your last time as PR.

How will I know if they'll start the revocation process ? And if they do, how long does it take ?

You'll get a copy of the form that reports you to the Minister. Sorry, I don't know how long it takes. It can take a while. Months.

Thanks for your help. So until the PR gets revoked, I can still enter Canada I assume ?

Maybe. I'm not sure what would happen if you showed up at the border once, got reported, left, and then tried to come back.

Just a correction for anyone else reading this as nobody else corrected , the PR residency obligation is 2 years in the 5 years since landing and thereafter 2 years in a rolling 5 year period at each each entry. The 3 year requirement in 5 years is physical presence for a citizenship application.

Even if you manage to enter without being reported this time and future visits your real challenge will start when your PR card expires in 2021 given having not met the RO applying to renew will for sure start a process to first explain the RO failure and then to revoke
