Can I use a student GIC account in a Canadian bank as proof of funds for the Canadian Express Entry program?

I've got my ITA and I am also an international student with a GIC account. Can I use this in my ITA application?

The reason why you are asking this question is because you know the student GIC is locked funds and you can only get a specific amount out of it per year. IRCC requires POF to be free and unencumbered.
