Can I travel to USA ( have valid H1B) after I submitted PR Application with docs in Express Entry ( Canadian Experience Class) ?
Or Should I wait till I get PR Approval Or I can travel to USA , then submitting PR application.

There is nothing stopping you from traveling. There is no requirement to be in Canada.
