I applied for FSW2 in Apr 2013 and submitted all the documents including my original IELTS mark sheet. I received PER for FSW2; apparently the processing time is 25months. Now I decided to apply under CEC category in Jan-2014.
I can re-submit all the documents expect IELTS original. When I contact the IELTS, they would mail to respective institution. I have read in CIC.GC.CA website, they would not consider the mark sheet posted to their address by the Evaluation agency.
Need an advice, how would I go about.

Yes, this should work. Attach a letter explaining the situation and you should be fine. CEC applicants can, as per document checklist,
in individual cases submit copies of language results.

Sorry but I disagree - it says you can only submit copies if you had previously applied for CEC

You can get a copy of your certificate sent from the institution - it will cost maybe 10-20 dollars but you should send a certificate - not a photocopy. You don't have to redo the test - unless it expired --- when did you take the first test?
 
But this IELTS Insitution only sends to respective recipent , not to the applicant address. That's my problem

IELTS will send a copy to you as well if you mention the purpose as immigration or something like that. I got a second copy for myself just incase I need it for future.

I agree with this! Do not send just a copy...it is likely to get returned. Order an official version from IELTS and send that in. Like everyone has said, the new version will only cost you 10-20 bucks and if it the scores are still valid, you are good to go. Its not worth the risk!
