Providing you have the IMM5475 and IMM5476 (delegation) forms completed, are you allowed
to submit online on behalf of another person? I cannot find the answer to this.

The CIC Portal allows Authorized Paid Representatives to complete, pay for, and submit online applications on behalf of their clients. CIC requires the use of an electronic credential to use the CIC Portal: GCKey or Sign-In Partner (SecureKey Concierge)

You don't need to be paid rep only
 
Thanks user828, I checked your link, and ya, it does not say anything about non paid representatives
such as me. But, if you know that it does not matter, I guess I'll go ahead and try?

Make sure you have the authorized form filled out and signed. (Use of Representative). If the person you're helping doesn't read/understand English, it might not be a good idea. If something goes wrong, they can say you misrepresented them with the form because they don't know English (or French). However, if it's a close family member you trust, you can decide what to do - just make sure you have the form on file.
