I havint received PCC from india yet and i really have very few days to submit my PR application . Is it oke to add and explanation letter and receipts for my PCC request and submit my PR application ?

If so when should i submit my original PCC and how ?

Plz help

No, it is not good idea. Just wait for the next draw.

Depending on your score. If you have score more than 470 than decline and wait till you get another ita.

If you have score in 450s than I would recommend attaching an explanation, attach all the proof that you applied and ask for extension.

If you are in Canada then you should have gone to the Indian consulate or bls center. I applied in edm bls, I. It mine within 2 weeks.

Oh ok. BLS website says it will take 2 months !!!

I would advise you submit and explain the delay. The scores are unpredictable. So if you're not a PN or LMIA candidate, please don't waste ITA
