Hello, I just want to ask if I can submit an outland application without the FBI yet since it is taking a while to get my FBI fingerprints from the USA since I am a permanent resident of US.

I just submitted my app to Mississauga 2 days ago (received yesterday) without the police check and with a letter explaining/proof that we mailed away for it so we'll see how it goes. rhcohen2014, do you have personal experience doing this? I've seen people say its ok but haven't heard any stories yet about what happened.
 
While you CAN submit the application without the FBI request it is advised to NOT do this. If CIC decides to send your application back to you as incomplete they would be well within their rights to do so. That would force you to resend your package again once you've received your certificate, which would also require you to update any outdated forms and such.

The guidebooks are given for a reason.They state a COMPLETE package should be sent, not a partial package, not a package with everything except, but complete.

I personally wouldn't take the chance, since they might be a month or more before they decide to actually open your package and find out it is missing stuff and then throw it back in the mail to you.
 
I did at the urge of people before me that had done so themselves, and had no issues. I sent in my FBI check after SA and my GCMS notes showed it was attached w/o incident. Just got DM:)

Lots of people have done this, understandable considering FBI checks are currently taking 3-4 months.
 
I was lucky. FBI clearance was at 30 days when I got mine, so I opted to wait it out and send everything together. If I had to do it all over again, personally, I'd take the risk of sending it later, just to get the head start. It does seem like the "best" course of action is to send a complete app, but even my immigration lawyer said it would be okay if we wanted to submit without it and send clearance once it came in.
