Yes you can. PCC is not mandatory at the time of submitting application. Just put a cover letter at PCC's spot explaining situation and informing them that you will submit PCC's once its available.

I got my snip nomination
now i will apply my PR
but my Australia PCC not received yet it may will take few more weeks

what you guys advise write a cover letter that I applied Aus PCC, not received yet and submit my PR application

wait few weeks for Aus PCC

I am wonder if i submit without Aus PCC my application will be delay or return

really need your help pls


also when i will receive my aux pcc should i wait to request from cic or i send to them

You can send your app w/o PCC and you don't need cover letter to explain this. You can submit your PCC any time after receiving AOR or you can wait until CIC asks you to do that. It won't delay your application.
