I'm currently on a closed work permit. If I apply for a BOWP, would I be able to immediately start working for any employer or do I have to wait for the application process to be finished first?

You must wait until you have the BOWP. Implied status only allows you to continue working under the conditions of your existing closed work permit.
 
Implied status is just an extension of your current work permit until you get your BOWP. So you need to work under same conditions until then.

Just wanna ask how long does work permit extension by paper application takes? I submitted my WPE on june 29 2018 and they received my application by July 6 2018 and until now i haven't heard from the immigration. Can I submit Permanent Residence application while waiting for my work permit extension? And is it possible they grant me a bridging open work permit? Thank you

Work permit extensions take around 100 days to process. You can submit a PR application while waiting for your extension. You must be holding a valid work permit to qualify for a BOWP. So you'll need to wait until your extension is approved before you can apply for one.
