It will not help you in anyway if you cant submit it. You have to submit the profile within 60 days of creating it or it will expire. So wait for WES and then go ahead.

To create the profile, you just need the WES reference number. You get the reference number as soon as you submit your application to WES. So you don't have to wait for the report and can create the profile with the reference number.

But the problem is if you get the ITA in-between and WES takes more than 60 days to send you the report. Well, you can decline the ITA.
