My parents were declined in Refugee hearing. Now they went to their home land. My question is can I sponsor my parents though they were previously denied on Refugee claim? Please help me. Some of my friends were telling me that I need to get the "authorize to return" order from the Canadian government what does that mean? Please advise me, I want to sponsor my parents once they will reopen the sponsorship program.
 
If they were deported, then your parents will have to obtain an Authorization to Return to Canada as part of the sponsorship process. The ARC will cost a few hundred dollars extra in fees (plus they will have to repay the cost of the flights taken to deport them) and add additional processing time to the application. But they can certainly still be sponsored.

If they were simply denied refugee status and left on their own, then no ARC is required.
 
Sad to hear but the sponsorship ordeal is a different beast all together starting in Jan 2014. It will take few years to complete, so IMO - best it to call them on Supervisa but considering they were deported, its a tough call

This is not true,
They will need the ARC regardless,
My husband was a failed refugee, they gave him 30 days to leave the country on his own, he left, paid his own ticket, and checked out at the airport and was asked for the ARC before returning.
There are a lot of failed refugees from Mexico and I have seen numerous ones all asked for the ARC regardless of how they left, if they were FAILED refugee(not withdrawn) they asked for the ARC unfortunately.

No problem, the wording on CIC website is not good.
We thought the same thing and us and a few other people actually contacted CIC about this, because according to the website, what you said does seem correct.

They had told us in a reply that When you first applied for refugee you had 30 days to change your mind and leave and if you didn't, than you would need an ARC to return UNLESS you withdraw your refugee BEFORE getting denied.

As they have already shown intent to reside permanently in Canada with their refugee claim, the chances of being granted Super Visas (which are still just temporary visitor visas) is pretty much nil.
