You mean transcripts of both your diploma and degree, right? Please read the guidelines carefully on the WES site before you send anything because there are different requirements for different countries. Good luck.

they have to be in separate envelopes but you can put the separate envelopes into 1 large envelope to save on postage

Really? I just sent the copies of my certificates in the same envelope but I guess it does depend on your country of origin.

If they are from same institute you can ask them to send your transcripts for diploma and degree together.
You can send your diploma and degree certificate together as they are not needed to be sent by institution
