Can I reapply under University category

I got a refusal for may intake as my visa was applied on 8 April. (Concordia University).

Grounds of refusal - Take new LOA for new session. Expired LOA.

Can I reapply with same documents under university category:

University checklist
GIC proof
1st sem fee

should I reapply visa online or offline? which is a better option. ? Please help.
