Can I move to Quebec during pr process time?

I'm graduated with a master degree in Canada and right now I'm working full time. After one year job, I want to apply for pr. Can I move to Quebec to study while I'm waiting for pr process? when I do not get my pr card yet?
And which pr program would be the best fit for my situation?
