I'm Talking about University Funds

That is incorrect. You need to show that amount of money for just for living expenses every year which still will be difficult to live off of in many cities. International tuition can be anything from 15-60k every year on top of your living expenses. Unless your family has significant savings and assets it does not make sense to do a bachelors degree in Canada.

Alberta Norquest University is works to me lol.

then you didn't really researched it. Because Some programs gives diploma. for PGWP diploma is enough.
Without a degree, your chances of securing PR are going to be much lower. But ultimately your choice.

"securing PR" pr is not something that you can lose. But Okey.

I don't understand what you mean by that. If you want PR, it will be quite a bit more difficult to qualify and be selected if you only have a diploma and no degree. But getting PR may not matter to you. It's ultimately your choice what you do.

It's Complex. I mean if I can get LMIA supported job, I can do everything. hard part is finding LMIA supported jobs. Actually Not hard

Do what exactly? Assume you are aware that there are no longer job points for PR applications. Sadly some employers are willing to commit crimes and will hire anyone. Getting a WP given your profile may be quite difficult. There are applicants with good jobs, 2 degrees from good or at least decent schools, both foreign and Canadian work experiencing who are struggling to secure PR these days.

What are you saying? Where did you get this information from? Who said to you "Skilled job experiences will not give point for express entry" who said that? With "PR" you mean Permanent residance,if so then yes, skilled job experience gives you points.

That's not what was said. What was said is that job offers / LMIA supported work permits no longer give you additional points. This is a rule that was changed recently. Skilled work still gives you points. Just no job offer points.

My current plan is:
>Finding fast food shift manager job [LMIA SUPPORTED]
>After 1 year asking for PNP
And I have two options here:
1. If manager accept that idea and if province accepts that too, I'll get 600 point
2.if manager rejects, I have to get study permit and I have to part time university diploma program, maybe 1 year or 2 years.
And I'll improve my IELTS to 7.5 or 8.5,
I'll get 520 CRS point

IMO PNP is no longer viable for food service supervisors / managers. It used to be but provinces are issuing fewer invitations now and this occupation generally isn't being invited now.

Note that you have to be a full time student if you are on a study permit. You cannot be part time.

I can do something for education in Canada, thats not a big problem for me. Now I'm in my homeland I'll find a job and After being promoted to shift manager, I'll try to find LMIA supported shift manager jobs.
