I am in complicated situation and i realize, i made it myself. I got PR card through skilled program and the card has 5 yrs. expiry date in Nov, 2019.

I was planning to go for last 3 years but due to some constraints, it did not happen. Now finally decided to do that in early next year. But i am not sure if i can enter with this card now. because of the 730 days rule, i understand, i am not eligible for renewal anymore. I was planning to land with card and then ask my employer to sponsor my work permit in CA. then I learned, i have to give up the PR card before my employer can apply for work permit. So not sure what to do now?
I emailed CIC, did not get any reply.

So questions:
1. Can i enter with this PR card which will have less than 1 year validity during entry into CA?
2. If yes, next, how should i apply for work permit through employer as i will be there with PR what i can't renew and without giving up PR, i can't apply for work permit.

If no for Q1, i guess, i have to give up PR now and ask employer to sponsor work permit for CA.

Any input will be appreciated.

Your PR card is NOT your PR status. You card may need to be renewed, but your PR status doesn't.
 
You dont need a work permit to work in canada if you already have the PR status.
Your card is not your status as mentioned above.
But the rule is for you to spend 2yrs or so in every 5yrs. The 5yr start once you make a soft landing...so they might already be over. So if you land you could be denied entry or could be reported and thats when the process to revoke your PR will start. (Because you dont meet the PR requirement of 2yrs)
However, if it has not been 5yrs since the date you landed...you can play around with the system still. Here is what a lot of people in your situation have done...
Get a US visa...enter canada by land through one of the borders (chances are dar less to be reported.)
Once in Canada...stay put for 2yrs or until you meet the RO...i would suggest stay a little more than just RO. Thats when you apply for your PR card to ve renewed.
Your PR card is only a card and isnt required as an ID within Canada and sincd you will have to stay put...you wont be using it for travelling.

Did not get this PR status part. I thought, i have to spend 2 yrs among first 5 years of PR card time to be eligible to renew my PR card and as i will spend less than 1 year in CA, i can not apply for renewal of my PR card. Then how i am going to stay and work legally in CA after expiration of current PR crad if i do not apply for work permit? What will be my status after PR card expires? Sorry if i am missing something.

PR status never expires and can only be renounced or revoked. The expiry of your PR card is irrelevant once in Canada as you only really need a valid PR card if you leave the country given you need a valid card or a PRTD to board a plane back.

Some employers or government agencies may ask to see a card but if you have a SIN there is no real reason to do so as far as work is concerned.

If I understand correctly you have not met the residency obligation and are still outside Canada so whilst you still have a valid card you can board a plane but your problems can start when you get to the POE.

As a PR you will always be entitled to enter the country but CBSA may report you for failing the RO leading to your PR status being revoked subject to appeal. If this does not happen you need to stay put for 2 years with minimum or no contact with immigration and only after 2 years should you apply to renew your PR card.

Whether having failed RO entering via land border or via an airport makes any difference to being reported or not is debatable there is no way to predict and can just depend even on the mood of the CBSA officer at the time of how busy immigration is.

So bottom line is as a PR you do not need or even qualify for a work permit or need a valid PR card to work as long as you have a SIN.

Even if you lose your PR status, you can't just "apply for a Work Permit". There are a lot of steps to take before you can become eligible...
