Inviting is one thing - They still need to go through the entire process of applying for VISA

You can invite them if you were only a student - it's more important for them to meet the given guidelines listed by CIC. an invitation is just a small part of the guideline.

I understand that, my point was can we procssed and do I need to wait for PR card before applying the visitor visa for my in-laws..

For visitors visa - you can apply anytime - so you can apply right now while still waiting for your PR card

If you want to sponsor your family to live in Canada - then it would be a different story
