Dear

Thank you for your email inquiry.

You would have to be a resident of British Columbia to qualify for a B.C. drivers licence. We would also require that you have a valid visitor or work permit for more than 6 months.

If you have further questions about driver licensing, please call ICBC Customer Contact at 250-978-8300 in Victoria or 1-800-950-1498 elsewhere in North America. A representative is available to assist you between 8:00 a.m. and 6:00 p.m. Pacific Standard Time Monday through Friday, and from 9:00 a.m. to 5:00 p.m. on Saturdays.

Thank you for taking the time to contact us.

On a tourist visa, most provinces will allow you to drive with your home country driver's license, for a period of 90 days maximum.
If you stay in Canada beyond 90 days, you won't be able to drive, as you need to be resident of the province where you're applying. At least that's the case for most province.
