I came here to Canada last September 2019 which is the start of my post graduate study for Fall semester 2019. I have my post graduate in hospitality management which is already finished but I have one last semester to finish on my post graduate business management. I am wondering if I can apply for PGWP even if I have last semester to finish?

It's a bit confusing to understand your post. Did you finish one program in Canada and then start a second program in Canada?

yes I already finish one program which is the Hospitality Management and I am going to take my second program this September which will be my last semester for study.
 
I have more than 8 months and I am full time student, my first semester was September- December 2019, my second semester was Winter semester from January - April 2020 then I have my Coop at May-August 2020.

Not yet because our semester was just done last week, so I am finished with my first major (Hospitality Management) and I have my second major which is separate certificate for the two.

First you need to finish your studies and graduate, depending on what you applied on your study permit. If your permit is for both majors then you need to finish both, if your permit was only for the first one, then you cannot study for the second one. Once graduated, you can apply for PGWP and your study permit will become invalidated.

Talk to Immgration advisor of your school since they must be well versed with your situation with the two majors.
