Can I get my learner's permit in C with an IEC Visa?

Hey,

So I'm currently living in BC with an International Experience Canada (working holiday) visa, having moved to Canada from Australia last year.
I had my learner's permit back home, for a few years.. just never got around to getting my actual license.

Questions:
Can I get my learner's permit in BC on this particular visa?
If so, do I need to wait the year to graduate to novice? Or does my history back home transfer here?
If it DOES, as I had my L for longer than a year, will that mean I can take the theory AND practical test pretty much at the same time?
